About a year ago I implemented the use of tool which generates test cases accordingly to the pairwise technique: PICT
Since I prefer web-based UI rather than command-line dito I've created a web shell on top of PICT which makes it a little bit easier to use. In addition I use the Excel COM-object to make a nice format of the output file:

My brother has developed what I believe is an excellent web based tool to improve test plan generation. If you try it out I would be interested in what you think of it.
